Social Welfare Complexes (SWCs)
Objective: To enhance the capacity of
Social Welfare Departments in each of the nine
earthquake affected districts of Abbotabad,
Mansehra, Battagram, Shangla and Kohistan in NWFP
and Muzzuferabad, Bagh, Rawalakot and Neelum in
AJK.
Budget: PKR 593,193,916 (Approx); Funded by
GOP.
Scope: The SWCs will provide integrated
services under one roof, such as, medical care;
education for special children; child protection
services; psychosocial support; vocational
training; referrals for health, education, and
legal assistance; and residential facility for
deserving cases.
Progress: The newly constructed SWC
Muzzuferabad was handed over to the Social Welfare
& Women Development Department, AJK on March 02,
2009, which will be operational from July 01,
2009. The SWCs in Abbotabad and Mansehra are under
construction, while the SWCs in Battagram, Shangla,
Kohistan, Bagh and Rawalakot are in the planning
and designing stage.
Women Development Centers (WDCs)
Objective: To provide the vulnerable women
access to socio-economic opportunities and enable
them to effectively look after their families
through construction of a WDC in each of the nine
earthquake affected districts of Abbotabad,
Mansehra, Battagram, Shangla and Kohistan in NWFP
and Muzzuferabad, Bagh, Rawalakot and Neelum in
AJK.
Budget: PKR 456,126,000 (Approx); Funded by
GOP.
Scope: The WDCs will provide round the
clock services to women in distress, such as,
medical care; legal aid; social and psychological
counseling; investigation of cases of violence;
Provision of micro-finance and interest free
credit; residential facility for women without
shelter; referrals to schools for children; and
vocational training.
Progress: The newly constructed WDC
Muzzuferabad has been handed over to the Social
Welfare & Women Development Department, AJK, which
will be operational in July 2009. The WDC in
Abbotabad and Mansehra are under construction,
while the WDCs in Battagram, Shangla, Kohistan,
Bagh and Rawalakot are in the planning and
designing stage.
Rural Landless Program (RLP)
Objective: To provide for and ensure the
relocation of all earthquake affected persons
whose: (a) land or houses were damaged or
destroyed due to the earthquake and (b) houses are
situated on hazardous land in the earthquake
affected areas.
Budget: USD 50 million; Funded by USAID.
Scope: The RLP provides a package of PKR
250,000 (PKR 75,000 for purchase of land and PKR
175,000 for construction of house) to each
landless family due to the earthquake. The program
facilitates and monitors swift and transparent
acquisition of alternative land and construction
of houses by the landless. The program is being
implemented in partnership with UN-HABITAT and
will benefit approximately 12,000 landless
families.
Progress: In Phase-I of the program PKR
129.75 million was disbursed to 1,730 landless
families. In Phase-II, which currently underway,
ERRA partner organization, Geological Survey of
Pakistan (GSP), has identified 6,475 households
situated on hazardous land in 324 villages of
districts Mansehra, Muzzuferabad and Bagh. As of
July 18, 2009, 5,716 families have been
compensated.
Targeted Vulnerability Survey (TVS)
Objective: The objective of TVS is to share
the TVS Database with all stakeholders for
efficient planning, funding, and coordination of
rehabilitation interventions for the vulnerable
groups.
Budget: PKR 40.237 million; Funded by ADB
and GOP.
Scope: Targeted Vulnerability Survey (TVS)
is an outcome of ERRA’s Social Protection Strategy
and it was conducted internally by ERRA from Nov.
20, 2007 to Jan. 05, 2008. The TVS has identified
432,130 vulnerable persons in 365 UCs of ten EQ
affected districts. The Survey has collected
socio-demographic data on four vulnerable groups:
Orphans; Female-headed Households; Persons with
Disabilities; and Elderly without Care.
Progress: A final report on TVS is ready to
be published and the TVS findings are planned to
be shared with all ERRA partners.
Legal Aid Centers (LACs)
Objective: To provide free legal assistance to
the vulnerable populations affected by the
earthquake.
Budget: PKR 25,277,190; Funded by ADB.
Scope: Provision of free legal aid to the
earthquake affected population in issues related
to entitlements; succession; dispute resolution;
loss of documents (property tiles; birth, death,
marriage and disability certificates); and lost
court, bank, pension records.
Progress: As of July 18, 2009, free legal
assistance has been provided to 21,713 vulnerable
persons. |
